Scrolling with Mouse Not Working Right and ShockWave Pops Up

I use Google Chrome to do my internet browsing, and noticed that the Shockwave plugin pops up and I have to constantly refresh my internet pages. And also I am noticing my wireless mouse, I go on a website and try scrolling like I normally would, but the scrolling only works slowly not fast like before. It does this on all browsers, Google Chrome, Firefox, and Explorer. What to do?

Re: slow scrolling.
In Mouse Properties, disable Smooth Scrolling.
Test.

As far as the wireless mouse and scrolling, I noticed when I attached the wireless mouse USB into a new USB port, the mouse works fast and smooth, but on an old USB port that it always would use, it would run slow and not as smooth. So do you think that was the issue and cause of it not working right?

My google chrome is the latest version but the plugin thing keeps happening but I guess I just have to deal with it, so thanks anyway.

Well my wireless mouse is acting up again, it works, but scrolling up and down web pages is slow. And if I grab the side bar and scroll up or down, like if I go down it lets go and goes back up instantly. How can I fix this?

I replaced the battery recently and did the same for the USB drive trying different ports its still acting silly haha.
